Baselines of managed hosting environments when built fresh are basically blank in settings. Some hosting providers leave it blank wide open for most anything. Some create boilerplate settings to protect initial startup of a new client. When shopping around you will not be shown the difference until you have purchased and operate the hosting environment. If blank? Be prepared for a full on attack! Conclusion... Hire a website design consultant. Find the areas in need or repair and  then determine who can do a REPAIR NOT a FIX. FCW Repairs!
